The Montreal police service has initiated a comprehensive response plan to revamp its institutional culture in the wake of allegations of racial profiling involving a group of officers in the city’s northern region. The plan, unveiled during a meeting with the city’s public security commission, focuses on rebuilding community trust and combating discrimination through a combination of immediate disciplinary measures and long-term oversight, emphasizing transparent communication and shared accountability with local residents.
Chief Fady Dagher addressed the scandal at a public meeting, where he disclosed the ongoing investigation into 16 officers at Station 39 for alleged racist and discriminatory conduct during police stops targeting Black and Arab individuals. As a result, the 16-member patrol group has been disbanded following reports from their colleagues.
Dagher confirmed that three officers have been suspended, with investigations ongoing. The police service’s new strategy includes encouraging internal and external whistleblowing to address misconduct effectively. Officials from the Service de police de la Ville de Montréal (SPVM) highlighted the collaborative approach with neighborhood stakeholders and community organizations in shaping future policy changes.
During the meeting, Dagher acknowledged the challenging process of implementing change, emphasizing the need for continuous efforts. Residents raised concerns about racial profiling and demanded transparency in the investigation. The dismantled unit at Station 39, accused of racist acts, is being replaced with a new team under the supervision of Montreal police deputy director Cedric Couture.
Community members expressed longstanding worries about racism and profiling in Montréal-Nord, urging the police chief to provide updates on the investigation. Advocates highlighted historical complaints of discriminatory practices within the police force, underscoring the persistent need for reform. Dagher reassured the public of ongoing efforts to address systemic issues, including criminal investigations and disciplinary actions, in collaboration with relevant authorities.
