A male suspect has been taken into custody for allegedly hitting a woman riding an electric bike and proceeding to drive approximately eight blocks with her body stuck on the windshield. The incident involved Xavier Omar Rigby, 22, who was operating a 2021 Nissan Altima at a high rate of speed while Kjersten Aileen-Hermance Strang, 38, was cycling in the curb lane on her E-bike.

Rigby reportedly collided forcefully with the rear of Strang’s bike, causing her to be propelled onto the windshield of his vehicle. Despite this, Rigby continued driving for eight blocks until Strang’s body dislodged and fell onto the road. Tragically, Strang passed away at the scene, leaving behind a young son. Described as an “angel” and a compassionate member of the community, Strang’s loved ones mourned her loss.

Following the incident, the suspect fled the scene without alerting authorities or waiting for emergency responders. Law enforcement officers in St. Petersburg, Florida apprehended Rigby shortly afterward at a liquor store approximately a mile away from the crash site. Rigby displayed signs of impairment, including the smell of alcohol on his breath, bloodshot eyes, and slurred speech. He was promptly arrested after refusing a field sobriety test.

Rigby is facing charges for leaving the scene of a fatal crash, vehicular homicide, and DUI manslaughter. Prior to this incident, Rigby had a criminal history that included excessive speeding and a previous DUI offense.

During a court appearance, Judge Elizabeth Zuroweste emphasized Rigby’s threat to the community and ordered him to be held without bond for the charges of vehicular homicide and leaving the scene of a fatal crash.

This incident follows the tragic deaths of two newlyweds, João Pedro Prudêncio Cardoso and Maynara França Schio, who were killed in a collision with a suspected drunk driver while riding a motorcycle in Brazil. The teen couple, who had recently married, lost their lives in the accident on a highway in Parauapebas.
