Canada Extends Ban on Entry for Ebola-Affected Countries

Canada has announced a 30-day extension of the ban on people from Ebola-affected countries entering the country. This decision further delays the processing of residency applications for thousands of individuals from the Democratic Republic of Congo, Uganda, and South Sudan.

The Public Health Agency of Canada confirmed the extension, indicating that immigration and visa decisions for residents of the aforementioned countries will remain suspended until Sept. 28. Additionally, individuals holding valid visas from these countries will also be prohibited from entering Canada.

While the Canadian government asserts that the risk of Ebola in the country remains low, these precautionary measures are deemed necessary due to the seriousness of the disease. However, some experts in public health argue that the decision is unwarranted and contradicts the advice of the World Health Organization, appearing more focused on safeguarding Canadians.

In addition to the entry ban, Canada will uphold a 21-day quarantine for individuals returning from the three affected countries, impacting humanitarian organizations’ ability to deploy aid workers to the region. Foreign nationals who have visited the Democratic Republic of Congo within the past 21 days will also be barred from flying to Canada.

Recent declarations by the Africa Centres for Disease Control and Prevention and the World Health Organization have marked the end of the Ebola outbreak in Uganda, with no reported cases in South Sudan. However, the situation in the Democratic Republic of Congo remains dire, with over 2,700 fatalities out of nearly 5,800 infections, making it the fastest-growing Ebola outbreak and potentially the deadliest on record.

Ebola transmission primarily occurs through bodily fluids, with infected individuals only being contagious when displaying symptoms. While experts believe the risk of imported cases in Canada is manageable, the challenges persist in the Democratic Republic of Congo due to limited healthcare access, clean water shortages, and security threats from rebel factions.

As of Aug. 12, Canadian immigration officials have halted processing for 31,693 permanent residency applications and 10,465 temporary residency applications from overseas. Documents for individuals granted residency but currently outside of Canada have also been suspended, affecting 1,534 permanent residents and 23,415 temporary residents.

The initial imposition of border measures related to Ebola coincided with the FIFA World Cup and aimed to align with safety protocols adopted by the United States and Mexico.
