A small group of private career colleges in Ontario is responsible for a significant increase in the number of students receiving financial aid, according to recent data. The Ontario Student Assistance Program (OSAP) has seen a surge in the number of grants and loans awarded to students attending a select few of the approximately 170 career colleges in the province. Some institutions experienced a rapid rise from under 100 OSAP recipients to several thousand within just a couple of years.
In the 2024-25 academic year, seven career colleges received approximately $385 million in provincial grants for students, surpassing the total grants awarded to all publicly funded colleges and universities in Ontario. This increase in financial aid distribution has raised concerns, especially as tuition fees at career colleges are typically higher than those at publicly funded institutions.
The provincial government, led by Premier Doug Ford, recently reduced student assistance grants for university and public college students while eliminating access to grants for career college students due to unsustainable costs associated with OSAP. Previous data revealed that the majority of recent growth in OSAP recipients was among career college students, with minimal increases for university and college students.
Career Colleges Ontario, the industry’s advocacy group, expressed concerns over the behavior of a few institutions and emphasized working with government officials to address any irregularities in the number of OSAP applications. The organization stressed the rarity of misconduct among its members and highlighted the importance of maintaining the integrity of the OSAP system.
Furthermore, the Ministry of Colleges and Universities in Ontario recently disqualified students from five career colleges from receiving OSAP in the upcoming academic year. The decision was based on concerns regarding asynchronous learning programs, which allow students to complete coursework at their own pace. The province cited issues of compromised participation in these programs, leading to the exclusion of certain institutions from accessing OSAP grants.
As part of ongoing efforts to manage the growth of financial aid distribution, the government is planning additional legislative measures to enhance accountability and ensure responsible use of public funds for student aid. The Academy of Learning, one of the institutions experiencing substantial growth in OSAP recipients, attributed the increase to demographic changes and emphasized the integrity of its operations in preparing students for various career paths.
The data highlights significant spikes in OSAP utilization at specific career college locations, with some institutions reporting unprecedented growth in the number of students receiving financial aid. Industry experts have noted that such rapid increases are uncommon and raise concerns about the sustainability of the current system, urging for greater oversight and regulation to address these anomalies.
