Canada’s response to the recent U.S. tariffs can be compared to a small fox challenging a large moose in a game of retaliation. With the U.S. economy significantly outweighing Canada’s by about 12 times, economist Trevor Tombe highlights the challenge of impacting the vast U.S. market. While targeting specific states can yield some results, the overall impact remains limited.

Unlike Canada, the U.S. has a more insular economy, relying less on international trade due to its substantial internal market consumption. Canada’s strategic approach involves implementing counter-tariffs, set to take effect post-Labour Day, to counterbalance the U.S. measures effectively. However, the need to avoid self-inflicted harm on Canadian importers and exporters complicates the selection process for tariffs.

Brian Clow, former chief of staff to Canada’s International Trade Minister and adviser to the Prime Minister, emphasizes the importance of politically targeted, reciprocal, and proportionate tariffs. The objective is to influence the behavior of the target country, impose costs on the U.S., and focus on products where Canada has alternative options.

By strategically targeting key states like Kentucky, Pennsylvania, Michigan, Ohio, and Wisconsin – pivotal in electing President Trump, Canada aims to garner support from business communities and politicians, influencing U.S. decision-making. The counter-tariffs strategically impact swing states like Michigan and Maine, significant exporters to Canada, potentially affecting their economies.

Reciprocity drives many tariff choices, aiming to boost domestic industries’ market share to offset export losses. Tariffs primarily target American metals and metal products, where Canadian substitutes are available. However, imposing tariffs on irreplaceable items could complicate operations and increase costs for Canadian importers.

While the tariffs aim to ease the blow on affected workers and businesses, maintaining unity within Canada and fostering divisions in the U.S. are key objectives. The communication strategy accompanying the tariffs plays a crucial role in directing American sentiments away from Canada towards the White House.

As the trade war escalates, experts caution against multiple rounds of tariff escalation, emphasizing the necessity of judicious decision-making. The initial tariffs that inflict maximum impact on the U.S. with minimal repercussions for Canada have been deployed in the current phase. Subsequent rounds of tariffs may yield diminishing returns and escalate tensions further.
